What do I need to do to make my Windows 11 computer recognize an external hard drive via USB that is running Windows 10?

In Explorer no hard drive is displayed but in Disk Management, only :Removable drive>no media

clear because a (2nd) start partition cannot be accessed so easily.

one way would be to start the PC once with Linux (from a USB stick), copy the data from the old hard drive to the PC and then delete the disk at the next normal start as described and then back the data.

so you don’t want it in the other computer anymore?

then you can use the Disk Management (right mouse button to start) to delete the partitions, create a new partition and then format
