What can I do about my father's alcohol abuse?

My father comes home drunk at least four times a week, and that's only when he's "doing" something with my neighbor, or simply drinking. He even had to give up his driver's license because of it. My neighbor was in the war and drinks a lot as a result, and I suspect that my neighbor's alcohol abuse is rubbing off on him. He doesn't really have any problems at work or in his personal life, and I'm afraid to point them out to him. I'm a 14-year-old only child, and my mother and I are extremely worried that this will continue.
