What can cause selective sound loss, power plan failure, and high CPU temperatures?

I have some strange problems with my used PC and I don't know where they are coming from or how to fix them.
- For a few days now, no sound in games, whether direct launcher or steam.
DXDiag and one or two other devices show no issues. All volume controls aren't muted, including Steam. The sound seems to work fine for videos, music, etc.
- Power plans that I choose are not saved, as soon as I restart the plan is back to maximum performance.
No matter how I do it, whether through the Control Panel or Settings, it always reverts back to the setup setting. Unlike the settings for when the monitor should turn off, there's no save function.
- The CPU gets very hot quickly.
When gaming, the CPU reaches temperatures of over 90 degrees with the fan rotating at over 5000 rpm.

Hardware information wouldn’t be bad. My car doesn’t drive 200 anymore, because every troubleshoot doesn’t use anything if no one knows that there’s a trabi behind it…🧐☝️🥹🤷 ♂️.
Otherwise: BIOS update and settings, driver and OS updates, connected USB devices, how old is the installation, what does the device manager say about Ghostdevices (Googeln!)?
