Without knowing which of them will come into question for you regionally, you will hardly be able to give a concrete answer.
It’s in the 21st. century no longer a real role, unless the bank does not offer online opening or only takes up regionally limited customers.
We have a single European payment space, SEPA. You can have your bank account in any SEPA country, a restriction to Germany does not need at all 😉

For the hundreds of different savings banks, popular and Raiffeisen banks and other regional banks, comparisons and recommendations are difficult without specific information.
