What are important factors to consider when buying a used scooter?

Hi everyone, first of all, I'm not very familiar with scooters. I'm also aware that a description alone can't tell you exactly what's going on. Nevertheless, I'd appreciate some answers.
It's a 50cc Kymco Sento. It has about 2,300 km on the clock, but it's 23 years old. I know it depends on the maintenance, care, etc., but I'm still a bit concerned. 23 years AND only 2,300 km, so it's basically just been sitting around. Can anyone who knows tell me 1. what I should look out for (noises, brakes)? I know that, but maybe they have some good tips. 2. Would you advise against buying it right away, given its 23 years?
