Workshop doesn't want to fit tires because of different size?

Here's the situation: My motorcycle tire was worn out, so I removed it and took it and the rim to a repair shop. I immediately bought a new one, which is legal, but larger. Now the repair shop tells me they can't remount it because they can't be sure that the new one is legal.
Does this make sense, or is this guy stupid?
I mean, if I had only come with the rim, he would have put any tire on it.

For each vehicle, the manufacturer shall determine which tyre may be driven. The keyword is the Rolling circumference of the tire.
So if you can’t prove that the tire fits the vehicle and is released for it, then the workshop will be punishable if it mounts the tire and then you will be accidented later, due to this tire.
Just take the vehicle papers or release by the vehicle manufacturer if you want to put another tire on and the problem is solved.
The tyre manufacturer should also have a list of tyres released for the vehicle. So you have many ways to prove the legality of the new tire.
And only come with the rim, nothing changes the situation. The rim can also be used to draw conclusions about the vehicle.
The workshop can decide whether to mount the tire or not. The reason doesn’t matter.
If you can present a tyre manufacturer’s safety certificate, it would no longer have to be a problem.
