Ich habe aber keine Ahnung ob das auch ausländische Behörden können. Beim Peronalausweis ist das aber so.
Der wird einfach nach den vorhandenen Daten neu erstellt, kostet nur das gleiche Geld wie beim Umtausch oder falls nicht dann eben wie bei der Ausstellung.
