Budgies constantly loud?

I have a pair, a male and a female. The male is constantly making noises. I've tried everything to get him to stop, but nothing has worked. My budgies have free flight all day and a small tree they can also hang out in. They get enough to eat and always have water, etc. While the female was quiet to begin with, now, because the male is always making noises, she has also started calling loudly now and then. I've tried everything to get the male to stop doing this, but unfortunately nothing has worked. Even if I chase him away, he moves and then starts making loud noises again after a few seconds. I have played quiet music, tried talking to him quietly, and tried to keep him busy with other things. The only thing that helps is turning off the lights and darkening my room. This is obviously stupid for my budgies and, in the long run, amounts to animal cruelty. It is very, very disturbing for me. If I'd known how loud he was, I wouldn't have taken him. But now I can't give him away because I love him so much. Is there any way to stop him from constantly screaming? Unfortunately, my parents won't let them go into another room because they make a lot of mess. He's also very tame. Unfortunately, I find it difficult to tame him because I'm not quiet enough when he's so loud.
The noise level in the room (music, TV, equipment, etc.) must be reduced.
Likewise, there should not be constant talk in space.
Wave scales become louder because they have to penetrate all other noises with their calls.

Long, bright, straight flight paths with high starting and landing sites and suitable seating rods should be provided.
And the cage itself should be at a high, ideal location (an upper corner of the room is ideal).

Their two residences are wide up and rectilinearly accessible from the cage. On the cage there is a seat bar at the top and in the cage are 2 swings, 1 piece of branch, which is as thick as a seat bar. A seat bar is also located in the lower area of the cage. For the cage we have attached a wooden plate far up in my room. The cage is currently on this wooden plate.
