Budgie no longer flies and only climbs?

Hello, I have three budgies, one of which (3 years old) no longer flies. He constantly sits at the feeding bowl and always sleeps there. He doesn't distance himself from the other birds, but he doesn't sit with them either. When he tries to fly, he only goes 1-2 meters before landing on the ground. My budgies are very shy, so I held my hand out to my budgie. Normally, they all fly away immediately, but he just stayed there and "took it." He's also very fluffy, unlike the others.

Edit: I wanted to go to the vet the next day after I posted the question, but it was already too late. I found him dead in his cage that morning. Thanks for all the replies, and I went to the vet with the others and they seem to be doing well.

Please try to find a competent veterinarian. He can be seriously ill and a normal pet doctor can hardly help you because sometimes they can’t even make an X-ray of such a small animal.
