Different fan models, even if one takes into account a wide price range, have only very small differences in their noise development. This simply does not result from the motor or components of the fan, but through the moving air, and at which nothing can be changed.

So it’s not your fans the problem, but their settings. If they rotate at a very high speed, they are also correspondingly loud. So you better adjust the fan curve.

Be Quiet, Noctua and Alpenföhn are the best on the market. To be honest, are not the cheapest, but are full of their name! The more money you spend on the fans, the quieter they are, but even the entry models like the Pure Wings 3 from be quieter than 90% of the fans from other manufacturers, and they start per piece as PWM at about 12€. Similar to Noctua and Alpenföhn.

For years I have been swearing to the three manufacturers at almost all and can recommend them to them.

I got the ones from Arctic, they’re okay ind. It’s not quieter, but it’ll be much more expensive.

Then adjust the fan curve and it gets quieter.

You might first look at how the fans are set in the bios. 🙈 If necessary, the current setting always runs to 100%.
