Bike 2 would be too heavy for me to weigh almost as much as my e-bike, but it is also StVO- compliant and therefore difficult to compare with Bike 1.

You can do lights on Bike 1.

Yes, of course, the question is whether you also need a baggage and protective plates, or you live in a place where the police control something like that. If not, everything for Bike 1.
