PDF, are usually readable on all systems, which should be compatible independently of the creation software, hardware and the operating system. Unfortunately, these offer much less editing options than the .doc format.
.doc is a Microsoft format. This is used by Microsoft Word, but offers very many editing options.
You usually get .doc files.
PDF is readable on almost all devices, .doc files not always.

The .doc(x) format is a format where you can easily make changes to a text editing program. (eg Word, Wordpad, OpenOffice Writer, etc)
The .pdf format is a reading format, i.e. changes are not desired but only a view of the page. It is therefore more a format that indicates a previously created document in Word without the change being immediately possible.
Of course there are also .pdf files where form fields are included and certain areas that the creator has defined can be edited/filled.
.doc is a file that you can edit in general (apart from it is written protected)
A PDF is a view of many different pages that cannot be edited in general, except fields are shared
Pdf (portable document) is equal to readability on all devices. Fonts, embedded images, layout etc remains unchanged here no matter where you open the PDF.
Doc Files, on the other hand, do not offer this.

Open/Libre-Office stores in open document format. The file extensions start with .od plus a letter referring to the type of document. e.g. .ods = table or .odt = text document.
