Which animals for a 20l nano aquarium?

I bought a nano aquarium yesterday because I think it looks nice in my room. I'll check the water values in two weeks and wanted to ask what kind of animals would work in the aquarium. I think small fish or shrimp would do well. I've also seen the pea puffer fish and think it's pretty cute, and I've heard a lot of people say that a pair of them will fit in a 20 liter tank, but then I can't add any more shrimp.
My question to you now would be what kind of animals would you put in there?

Neocaridina (dwarms) may be, but in my opinion 20 liters are rather small, because they like to swim
