Just simple – go with your mother to a specialist store and let you advise which shoes are best suited for dancing. After all, your parents have to bear the costs.

At hip hop you should wear loose clothes and the shoes can be normal sneakers.
As shoes are actually completely normal sneakers, clean and depending on what a room/hall it is, possibly with a bright sole.
Otherwise, whatever you find comfortable and where you can move well, so maybe sports things or other old things you have lying around. Also consider that during dancing you will probably get to sweat, so breathable or airy things are quite practical and perhaps not the favorite shirt you always wear in everyday life.
