In general, against inflammations of the skin they work well:

Zinc ointment (available for a few euros in the drugstore market)

Betaisodona (yod-based ointment, free from prescription, but subject to apothesis)

The drugs are normally harmless unless you have hypersensitivity to ingredients. However, whether these are suitable and sufficient for your case and at your very delicate location, a doctor should decide better.

If really the icy and not the preskin is inflamed then you should become a doctor before it becomes a diurea infection or worse.
