A particle is electrically neutral if it has as many electrons as protons in the cores. Whether it’s a radical or not.

There can also be charged radicals.

In general, for example in Wikipedia, only uncharged particles, atoms or molecules are referred to as radicals. Ions with unpaired electrons would have to be called radical ions, but there is chaos in both German and English Wikipedia.
