I recommend Canva. I’m using it myself and doing cover or blowing something around. It is easy for me to handle and you can also upload your own images from your gallery and then use them for your cover.
Used the cover program of Wattpad before Canva. There was a lot of PaytoUse and I didn’t want to.
Otherwise you can also look at the Google Playstore.
