Washing machine steam program?

Can anyone tell me if it's normal for the laundry on my Samsung washing machine to get completely soaked during the hygiene steam program and then be washed like a normal program? When I bought it, I thought the steam program would actually steam dry laundry. Does anyone have experience with this program? Is the steam perhaps released after the wash cycle? I couldn't find anything in the manual. Thanks in advance for any information.
