Hello, this could be velvets, but without guarantee. They feed on dead plant residues in the soil and decompose them so that the nutrients obtained therefrom are available to the plants.

In the flower soil, plant remains are always in it. In good earth there are few, in bad earth many. But mushrooms always find something. But even if they were poisonous, the basil would still be edible. Except for very few exceptions, you can only poison yourself in mushrooms if you eat them.

There are often mushroom spores in the earth. The mushrooms do not harm the plants. But you can’t eat them either.
