What can I do if a long video on YouTube doesn't start from the beginning when I reload the page, but starts much later?

The URL says 1232s. I tried setting it to 0s or 1s, but it only works once. After that, the video starts playing again from a later point.

That’s normal. Youtube notices how far you watched the video so that you can watch directly when you click on the video again. You can also disable this in the settings of Youtube.

Edit: Doesn’t seem to be able to disable.

No, you can’t disable, it’s so standard.

For the bookmark, you can simply go to “share video” and then copy the URL without a start mark.

Why do you always reload the video? To restart the video you can press the 0 button.
