Yes, a ticket by train only applies exactly to the train specified on the ticket (with train number and departure time).

By way of tickets without a train connection, on the other hand, each train of the same or lower category can be used on the same day (with certain exceptions).

In case of delay, the train will be cancelled, for example if you are driving several trains, the first late and the second one is already gone, then you can get to the destination with your ticket to the next train and may have a claim for compensation/hotel voucher if the arrival is delayed by one/two hours or you will not arrive at the same day.

Commitment means you are sent to the booked train. since you book/booked a savings price you have no free train choice. Must also take the booked train.

Without train: You can use any ICE from Cologne today no matter what time it is. 8.00, 10.00, 14.30.
