it has nothing to do with simultaneousness. Turn on each other means that as a left-hand bender and the left-hand bender that comes to you, you only pass straight ahead and then bend to the left.

Turn on means that you are heading towards each other (of course everyone on his track), but not going past each other, but just before you would pass, both steer and then bend diagonally.
