The vet says she's perfectly healthy. Could this be a habit of the budgie? Or maybe she misses the other budgies? Or could it be something else? Her companion doesn't exhibit this behavior, only the female.

Thank you for your answer. I’ve been with a bird veterinarian and showed him the movement. he said this is quite normal and would be a dominant behavior of the hen. She shows the cock that she’s the boss.

Most of the waves buck the head up and down while talking.
No reason for concern if it persists the bars with the beak in this way. :
