That’s what it means. Why do you ask?

If, for some reason, someone has a file with at least one office, so there’s something written about him, then that is “official” or factual. As a rule, this is nothing positive. As you can also find the other answers.

If someone amts known then he is known to the Office – you already know it there (e.g. from previous business cases).
