In principle, all people in a community are expected to contribute to the best possible functioning of living together in this community for all people.

Thus, the main claim to people who do not currently work is that they do so in a timely manner, provided they are somehow possible. And of course in the frame and the area where it is possible for them.

This does not necessarily mean that it must be in care. However, if someone has no idea what he or she actually wants and can, then it would be worth trying to try it in this area because there is really a great lack of work and skilled workers. On the one hand, this would be a good contribution to society, as this work is really a very important one. On the other hand, it is also potentially a good option for those without a job, because due to the lack of employees, the path there is, of course, much simpler compared to fewer areas of lack.

But if nursing doesn’t agree with someone, then it’s obviously free to take care of a job elsewhere! The only thing that doesn’t go is that you don’t do anything at the expense of the community, even though you could…

At the same time, do the unemployed expect to do this job?

I think this premise is already wrong – I do not think that the other questions are at all.

I very much doubt that people have the expectation that unemployed people work specifically in care. I think that people are more likely to have the expectation that long-term unemployed can work. What does not matter where and with or without retraining.

I don’t think many people expect this.

Because they already have a job and the unemployed do not.

Your premises are all wrong.
