In fact, in most cases you need a valid phone number to confirm the creation process of the account. The telephone number does not have to be deposited in the account – this is optional.

You could also use a foreign phone for creating, which you will return after that. You just have to be able to receive the SMS and enter the code.

This is the 2 factor verification. If you sign up with Gmail, you will be asked whether you want to sign up on your phone or tablet. Simply click on “Yes, I am” and finished ðŸTM‚

That’s not just the two-factor. The phone number is used to confirm the account.

Another exception should be to open a second or third account from an existing Google account.

The fact that this is allowed emerges implicitly from the statement in the Google Help Forum: “If you have more than one Google account…” I also read that up to five Google accounts are officially allowed per person. Unfortunately, I can’t find a source for this anymore.
