Erstmal so klingt die Frage krass.
Weshalb die Tabaksteuer nicht von den Nikotinwerten abhängt ist eine leicht andere Frage, und diese Frage stelle ich mir auf. Denn die Nikotinwerte von Zigaretten werden ja gemessen. Und eine R1 kostet genauso viel Zigarettensteuer wie eine Marlboro mit 10x so viel Nikotingehalt.
Wer soll das kontrollieren und die Abgabe machen?
Also so langsam werden deine Fragen echt seltsam.
Wer kauft oder besitzt Zigarettenrauch? Siehste, niemand. Somit kannste das auch nicht besteuern.
Ich versuche mir gerade vorzustellen, wie du gedenkst eine solche Steuer umzusetzen…
