Originally, the tire was measured in the pumped-up state. The outer diameter of a balloon tire was greater than the outer diameter of a racing wheel tire.

Therefore: balloon tyres := 28″, racing tyre := 27″.

It used to be different.

Nowadays the rim diameter is given – 622 mm (28″) or 635 mm (27″).

But if you think: 28″ are over 71 cm, not 622 mm.

With the sizes according to ETRTO, at least some light is turned into the dark.

As I said, it was different in the early days of the bike.

26″ was not necessarily 26″ because of different rims.
