“el” is an article and “de” is a preposition (de + el becomes del)

It is common not to use the article (although it is not grammatically wrong and some do so).

For example, one would simply say “de 1999” and “de 2000”.

There’s no difference. You can use both, but today de 1999/2000 is more often than del 1999/2000.
