The ICAO (International Civil Aviation Organization) has defined some ‘freedoms of air’, which are binding to Contracting States, provided that the ICAO is not informed of deviations.

The first freedom is, for example, the transition of a contract country without an intermediate landing, the second freedom, a technically conditional intermediate landing, etc.

the fifth freedom is, in the transmitted sense, the possibility of a commercial stopover in a contracting state in order to accommodate passengers/carriage intended for a third country.
