Why? The final season doesn't have a release yet, but it does have the 100 Years Quest. That must be completely confusing for newcomers if everything, except for one season, is in German.

It is not unusual that a currently appearing series/stack gets a synchro, even if the previous parts do not yet have one.
Many fans have already looked at the previous parts/staffs, which is why the focus is placed on the most recent part.
For newcomers, something like that is, of course, stupid.
In this case »Fairy Tail: 100 Years Quest« has just appeared in Japan and Crunchyroll has just published the series with subtitles as well as a German synchro.
The license for »Fairy Tail: Final Season« was then at Kazé and it was planned to publish a synchro.
Kazé was then bought by Crunchyroll. Crunchyroll was then taken over by Funimation and, as a result, Funimation was renamed in Crunchyroll.
Whether the current Crunchyroll is the German license for Final Season is not known, the season is not offered with German subtitles.
Perhaps Crunchyroll decides to publish the missing season in DE in the future.

Officially, German subtitles have never been published.
But there are fan translations. The spread of these over certain illegal streaming sites and also the look of such illegally offered streams is a copyright violation and can therefore lead to legal consequences.
A license costs money. Possibly it is not worth financial for Crunchyroll right now.
It can also be that Crunchyroll is currently enough to have a license for the English-speaking area.
You may be waiting here until this license has to be extended to hollow a worldwide license instead of licenses for each individual language region.
It can also be that the Kazé had certain exclusive agreements for the German-speaking region at the time and therefore the license cannot be re-issued legally.
