You can’t answer a question asking for a WARUM for something that’s not the case at all.
In the meantime the question has been changed and it is only referred to “some” cities.
There will certainly be some cities in other areas of Germany under the world that do not have a classic local core. This can have quite different reasons.
Some might have been different villages that gradually grew together, some cities were destroyed and rebuilt differently… and certainly much more.
Maybe they were destroyed in the war and not built anymore?
