Warum funktioniert diese Seite nicht auf dem Handy?

Ich habe eigentlich nur ganz einfaches HTML/JS benutzt. Wenn ich die Seite auf meinem Handy aufrufe und eine Datei hochladen will, sieht es aus als ob es lädt (also sie hochgeladen wird) aber wenn es fertig ist, wurde sie nicht hochgeladen (auf dem PC funktioniert es).
Könnte vielleicht mal jemand drübergucken, ob es irgendwas gibt, was auf dem Handy nicht funktioniert? Bei Bedarf könnte ich auch noch den zugehörigen PHP-Code anhängen allerdings funktioniert es mit dem PC Browser, weshalb ich denke, dass es etwas mit dem HTML/JS kaputt ist.

because the whole thing is coded for pc. you need to adjust the whole thing when the wide of the window changes
Nene the width is no matter what, I could just make this meta-tag in (but is actually unnecessary because the page is to be for me for the most part).
I mean, above all, why it is not possible to upload files. So when you click on “Upload file” the selection goes to where you can select a file and if you do, it also looks like it would be uploaded but then it’s just not there but I just don’t understand why this is not the case with such a simple functionality 😅
have the PHP attached but do not think that there is something wrong (because it works with the PC yes)
the linked page (jsbin) I have only used to show the HTML/JS so this is not mine (the right is in the private part of my website and is therefore also protected with a password that I would only untiringly post public :3)
allows the website also uploads? because I get only 405 not allowed when I upload a file
