Because an eScooter is considered a force. And motor vehicles need insurance.

Definition of motor vehicle:

In
Article 2No 1 of the German
Vehicle registration regulationmotor vehicles are defined as ‘not permanently tracked’
Land vehicles, which are moved by machine power.’ An exception are the bicycles with auxiliary drive (
Section 63a) as well as vehicles which can not drive faster than 6 km/h (
Section 16).

But I would always complete a private liability, even as pedestrians, you can cause accidents with extreme follow-up costs…

According to your logic, a pedelec or such a children’s electric car would have to be considered a motor vehicle.

Hopefully that will change soon. A pedelec is actually also a “motor vehicle”
