Can happen in both cases.

If too small, then too much tension is on it and can tear faster due to friction.

With too large, the material can beat wrinkles that rub against each other. This can also tear it.

Both. Also false lubricant, expired condoms or even an extra thin in hard sex is not always suitable. But if you get it wrong

Condoms also have an MHD. If it’s exceeded, they’ll be brittle.

It makes sense to buy the correct condom size. Not too big because they slip off. That’s much more common than they’re tearing. Too small is unpleasant, but do not tear.

Until about 20 years ago there was only one condom size, 52mm. At that time, condoms are not torn.
