Basic requirement: 3-4 years regular training, 2-3x a week over 90min each. This time and load level requires the body to prepare for the additional load due to the tip punch. While your muscles can be built relatively quickly, the cartilage tissue needs much longer.

Apart from that, you need a clean technique, clean axes, good placement and sufficient stability.

At 1x a week training I see, honestly, no option for top dance. The training intensity is too low for this.

However, there are also black sheep under ballet instructors who prefer to leave their Eleven inadequately prepared for the top and take the risk of injury as well as permanent damage than the risk, for anger, stress or contract termination. I would, however, distance myself from such teachers.

Better to train longer and more intensively and also have fun at ballet with 40, 50 or higher ages than to have to hang ballet shoes to the nail with 20/25 because the joints are through.

It depends on how strong your feet are and how good you are.
