Does your head still grow when you're fully grown?

At 15 I was fully grown (male) and I didn't grow a millimeter (measured in the morning). Now I'm 16 and my head circumference hasn't grown either.

So for my height 1.74m my head is 56cm normal size

The head grows much less anyway, because Babies already have a big head. At your age, the head will no longer grow, at most the ears.
