After the Napoleonic wars, the majority of people hoped for the withdrawal of military units from their own region and an end to the French dominance in Europe.
The Viennese Congress thus attempted a reconstruction, a restoration of the “heap of shards” which Napoleon Bonaparte had left.

Some Bonapartists wanted to maintain the Napoleon system, of course, because it brought them profits and recognition from France.

Most Germans wanted, above all, the national unity after the Vienna Congress, the assurance of a stable economy, the strengthening of rights and freedom and, of course, security before a new war.

The princes reacted quite differently. Some of them, especially those who were already in power positions, were against a national unity and feared the loss of their own power and territories. So, they were committed to maintaining the existing system.

Other princes reluctantly recognized the need for reforms and responded to the wishes of the population. They supported a certain territorial reorganization, granted citizens more rights and freedoms etc. They also recognized the benefits of a more stable economic order for Germany.
