You need to import them as assets, then you can drag them to the Viewport by drag & drop.
Simply push the pngs into the file system dock from the Explorer, then the assets are imported.
If you have the Pngs as assets in it, you can simply push them into the animation images panel. What you have just chosen is animation pictures, so here you begin character animations.
