I use the software "Aster MultiSeat," which allows two users to run on one computer simultaneously. Whenever I start Steam, it closes for the other user.
Do you have any idea how I can open Steam twice without it closing?

Jo needed such a program that means sandboxie. This starts any program isolated from the operating system so that the computer does not notice that the same program runs twice. This means you start steam completely normal and then steam in the sandbox
