Vacation with friends?

I have planned to fly on holiday this summer with a total of 4 people (friends) (all between 19-21 years old)

we have already set a time period

Three of us are desperate to go to a surf camp in Portugal. The accommodation isn't that expensive, and the atmosphere is fantastic.

Extremely many offers etc.

the last one in the group, however, strictly refuses because he only wants to go to the Ballermann and get drunk for a week

In our case, however, he justifies it by saying that the flight to Portugal is too expensive for him

The cost for this would be around 400 euros per person for a return flight

Of course, this is generally anything but cheap, but it is accommodation with meals

How can we make this a little more appealing to him? Or rather,

We talk him out of going to Mallorca… because nobody else wants to go there but him
