“Aéreo” is an adjective that refers to something general in the air, while “avión” is a noun specifically called an aircraft.

Two different words with different meanings.

A “Controlador aéreo” has nothing to do with aircraft themselves, it controls and organizes the airspace in the area for which it is responsible.
