Inhabitants are residents of a specific (administrative) unit. For example, the inhabitants of a city or municipality = all people living within a city or municipality; the inhabitants of the country of Lower Saxony = all people living in the state of Lower Saxony.

Local residents are those who live directly adjacent to a street, an object or a person. For example, the residents of the village road (= all people living directly on this street), the residents of a factory (= all people living directly adjacent around the factory etc.

How to remember: Einliving = people who inlive outside a certain area, Onwohner = people who onliving within limits.
