Of course it is allowed. Only the helmet is mandatory, everything else is voluntary.

But I wouldn’t risk it without underpants. I’d just do that if I were driving by the car.

But in the event of an accident, you also have to expect the insurance to get out; depends on what was agreed in the contract of clothing. If you do not find any article that deals with the topic of clothing in your contract, then the insurance will NOT be able to get out if you only drive in underpants and helmets.

And you’re leaving the underpants too, and you’re just riding with a helmet?

You may think that’s what I’m saying, but you’re thinking that on the one hand you’ll quickly get a subcooling through the wind and on the other hand it’s likely to be quite painful in a fall without any protection.

You can also theoretically drive without shoes and underpants (if you still master the vehicle), but not without helmet!
