Unable to send Instagram messages to a person. What should I do?

I'm a little confused about Instagram right now. I'd like to DM someone, but I can't because Instagram tells me the recipient has to follow me for me to send them a message.
What sounds quite understandable and simple at first glance becomes somewhat more complicated and confusing. Because a friend of mine could send a message to the intended recipient, even though the recipient also doesn't follow her.
I searched for settings on Instagram and didn't find any that explicitly cover this setting. I only found one that allows you to completely turn off message requests from other users, or in my case, followers (since I follow the recipient).
The recipient hasn't blocked me, and neither has my girlfriend. Therefore, the question is why my girlfriend could theoretically send the recipient a message and I couldn't, even though we have the same prerequisites.
There is only one a few possibilities.
Either, the recipient locked/blocked you, and he didn't. He can also have an attitude that you cannot write in, under any condition.
The last option is a bit weird, but maybe Instagram doesn't allow it. The best way to write Instagram support.
