Subs are nothing but subscriptions. The streamer gets money for it and the spectator has the advantage that he can no longer see ads and can still use the streamer’s emotes on all Twitch.
Toxic subs are simply wasteed subscriptions, apply exactly 30 days and then end up simply. The recipient then has all the advantages of a subscription without paying for it.
The streamer gets money for a sub, whether you buy it yourself or give it away. At present, a sub costs 4.99€ and the streamer gets approx. 50%, the other half goes to Twitch. Many streamers also have a 70/30 deal with Twitch. Then the streamer gets 70% and Twitch 30%.
