When our neighbor rinses you hear this only on our toilet because the toilets are lying one above the other.

It may also be that the ventilation tube on the roof has any closing flaps which cause these flapping noises.

I don’t think I can say anything about it without hearing it in place. Look in the acquaintance or family to see if there’s a gas water installer to find out where it comes from.
