You have to throttle the scooter in both areas. In variomatics, you can change the translation ratios to throttle speed. At the carburetor you can adjust the throttle valve to reduce the airflow and thus reduce the power.
It is important that you throttle both areas to ensure that your scooter does not exceed the statutory maximum speed. If you only throttle one area, it may be that you do not comply with the statutory regulations.
