Can you restore files in Teams that were deleted from the recycle bin and can you see who deleted the files?

No… If you haven't externally secured the data, the memory has already been used.
can you somehow see who erased the stuff?
No, because they are deleted and no longer there to have something entered in their log directory because they are deleted.
