Tailpipe cover legal or illegal?

Hello, I ordered two tailpipe covers for my exhaust and they don't fit because others have already been welded on. The question now is, can I flexx the exhaust tailpipe off and weld the tailpipe cover on?

Basically yes.

As long as nothing sticks out, the silencer itself is legal and the tailpipes have been properly welded, I don't see any problems.
